(CNN) – Veteran Indiana Rep. Mark Souder, a Republican, is expected to announce his resignation from Congress Tuesday, according to a GOP aide.
The eight-term congressman scheduled a news conference Tuesday morning, in which he is expected to admit to an affair and step down, according to several Indiana media outlets.
"I believe it is the best decision for my family, the people of northeast Indiana and our country,” Souder will say, according to Indiana’s News Center.
Souder won a hard-fought primary two weeks ago but he failed to receive more than 50 percent of the vote. The conservative Republican was first elected to Congress in 1994 and represents the northeast region of Indiana.
Kevin Smith, a spokesman for House Minority Leader John Boehner, said the GOP leader "has been perfectly clear that he will hold our Members to the highest ethical standards.”
Souder's announcement comes two months after Rep. Eric Massa, D-New York, stepped down after admitting to groping male staffers.
Tim Burns, don't do this to the voters of the 12th District. We don't want any scandals in the in the 12th District.

Russell is the real Republican candidate.
Bill Russell will win tomorrow's Republican Party primary. Because Russell is the independent voice of the conservatives. Chairman Gleason, the "King of the Defense Contractor insurance brokers," does'nt really want Burns to win. Gleason wants Critz to win.
Gleason brought up the Beltway Boys by bus and it has turned off the Republican voters. Burns has only given once to Santorium. He has never given to any other Republican Party candidate. Now Burns wants the Republican vote. He hasn't earned it. Burns is a RINO republican
Burns claims that he is not a politician and doesn't want this job. He once considered running against Arlen Spector. Burns has said that he will only work with Democrats when they come to him. This election is all about Tim Burns. He does not care about the voters in the 12th District.
Russell served his country for 28 years in the Army. He served in five combat zones and at the Pentagon on 9-11. Burns was only in combat with his ex-wife. There have been rumors about Burns' extra marital affairs swirling on the blogosphire. They have gone unanswered by Burns. We don't need another Mark Sanford scandal in the 12th District.
Russell doesn't support same sex marriage. He supports the marriage between a man and a women. Burns is supported by the GayPatriot. Burns has blasted every endorsement for him. Burns didn't want the 12th District to know about the GayPatriot endorsement. What else hasn't Burns told the voters of the 12th District.
Burns is out of touch with the 12th District. Burns is not one of us. He is part of the establishment of Washington, DC. Not Washington, PA, Uniontown, PA or Johnstown, PA.

On their website "About Us" page they write, "The GayPatriot blog is an independent, political and opinion-based Weblog created by Bruce Carroll that is a forum focusing on gay conservative issues, themes, culture and ideas." GayPatriot is one of the independent blogs affiliated with the Pajamas Media enterprise.
Burns has blasted every endorsement he has received. The GayPatriot endorsement was one that Burns didn't want us to know about.

More Bad News For Burns
For the Republican nomination in the 12th Congressional District, the Herald-Standard Editorial Board endorses Army veteran Bill Russell who is facing off with Tim Burns.
There are no real ideological differences between the two GOP hopefuls and as such Russell gets the nod for having run hard against Murtha last time. Two years ago, with Murtha an imposing foe, Burns was nowhere to be found as Russell was essentially shipped in to combat the longest serving congressman in state history. Subsequently, we feel Burns wouldn't have run this year if Murtha had not passed away in February. A Russell spokesman put it best when he termed Burns "an opportunist." We give Russell credit for fighting the good fight when Murtha was still around. While he failed to unseat Murtha in 2008, he piled up a respectable 42 percent of the vote.
What he doesn't have, however, is money. Burns, who was satisfied to let Russell take on Murtha last time, has been piling up money and support from high-profile Republicans. Russell hasn't changed positions since last race, but still establishment GOP support is drying up quickly, which is ironic, since Russell is a different candidate than last race.
Back in 2008, he had no idea about the area after having been airdropped in to challenge Murtha. Despite the defeat, he has stayed here and been a visible candidate. He deserves credit for that and is a better candidate for it, which is why he is our pick for the Republican nomination.
Way to go Bill. Send the RINO packing.

Happy Mothers Day
The Russell family exemplifies the true meaning of what family values mean. The Russell's endured moving from Army base to Army base. And they survived the Pentagon on 9/11.
Burns claims to embrace family values and morals. As always, what a candidate does means much more than what they say. Burns won't answer the alleged adultery stories that have been swirling in blogosphire. And Burns has had his divorce divorce records sealed. What is there that he doesn't want us to know about him and the mysterious Mrs. Tim. Unseal Burns. Unseal.
Does Burns have some kind of problem with women? He should read the book called "Men Who Hate Women and the Women Who Love Them". Newt Gingrich read it and "found frightening pieces that related to my own life."

Burns's Hypocrisy Is Contagious
Burns has been running on a campaign of family values. Burns has been the subject of alleged extramarital affairs that has been swirling about the blogosphire. These allegations have gone unanswered by Burns. Furthermore, Burns has had his divorced sealed. The 12th District doesn't need another Mark Sanford.

The latest is former NY Governor Pataki. Unlike RINO Burns, Governor Pataki has been a GOP activist, a contributor to the party and has had a career in public service. And Gov. Pataki has good family values. Whereas, the allegations of Burns' extramarital affairs continue to go unanswered. Burns has had his divorce sealed. Unseal Burns. Unseal. Burns, what are you hiding?
Gov. Pataki is Pro-Choice. So there goes Burns again. Flip flopping.

Pennsylvania House candidate Tim Burns (R) tried to capitalize on the technical difficulties his website experienced last week.
He recently sent out a fundraising email to supporters asking them for contributions to "help in this fight to stop Nancy Pelosi and fight back against her Washington smear machine." Burns then cited his successful fundraising push last week.
He noted his campaign exceeded its original goal of raising $50,000 "despite my website being hacked and shut down for almost an entire day.
“While it is still unknown why and how my site was attacked on Friday, I do know that people from this district and around the country were frustrated that they could not respond and help in this effort," Burns wrote.
That contradicted what his campaign told the Ballot Box the day the website went down.
It didn't crash because of foul play, Kent Gates, a spokesman for the Burns campaign said last week. "It is a problem with the hosting company and we tried to get it resolved all day."
The Ballot Box followed up with Gates about the fundraising pitch. He said "it is true that the site was hacked at some level."
Gates, in an email: "What I was making clear to you was that we had no way of knowing if it was done intentionally for political reasons, internally with Network Solutions or what the exact reason [was]."
He said the campaign suspected that a "disgruntled employee" -- not a Democratic operative -- was responsible.
"We have since moved the site to its own hosting site and beefed up security on it," Gates said.
Burns is running in the special House election for the late Rep. John Murtha's (D-Pa.) seat. He faces Democrat Mark Critz in the May 18 vote.

Where was Republican Establishment Leadership then? Or Tim Burns? Or Greg Whitestone or EagleForum? Only Bill Russell took on the impossible mission and laid the ground work for the challenge in 2010. Had Bill Russell not led, John Murtha’s record would not have been as well known.
Tim Burns is a good man, a man of great business accomplishment, superior intelligence [probably smarter than I am, certainly more successful], of unquestioned good will and decency, active in his community. Tim and Bill share a view of Constitutional Limited Government, Free Markets for Free People and Free Minds, and Individual Responsibility mandated by Judaeo-Christian traditional values. Both Bill Russell and Tim Burns will make a good Representative for the 12th District.
Tim Burns, however, NOT INDEPENDENT OF REPUBLICAN ESTABLISHMENT LEADERSHIP and, at this time, in this election, that makes are the difference.
Bill Russell’s commitment is to his values and Constitutional principles and to the voters who elect him, not to Republican leadership. All the difference in the world. Pennsylvania leadership is comprised, almost exclusively, of people getting rich form government. Arlen Specter and his Earmarks sustained this leadership for years and years until they were of no more use to him. “Getting Rich from Government” – those who profit from government have a personal, selfish interest in growing government.
Bill Russell is closely allied with Peg Luksik, who is unshakable in her principles, and who, also, is “Independent of Republican Leadership” and I am proud to say I introduced Bill to Peg in Johnstown in 2008, just before the primary. “Independence and commitment”.
Newt Gingrich is not the avatar of independence, free markets, limited government that he pretends to be. Unlike Bill Russell, Newt Gingrich is a political opportunist and does not hide it. and Golf? For goodness sake, American Freedom is challenged by government takeover of productive businesses, home mortgage finance, college lending, car companies, AIG, - government ownership and control of means of finance and means of production and people who call themselves
Serious are playing a game? Celebrating the memory of the slaughter of 22,000 Polish patriots at Katyn Forest by Soviet Totalitarians, as Bill and Kasia did, is appropriate. Not a Golf Game.
This is not the year for fun politics, and “business as usual” politics. Independence and commitment to the Constitution are the core of American Freedom and Bill Russell personifies those values. Bill is a leader, not a follower.
And it is well to remember that there is a Contract with America. It is called the Constitution. Bill Russell is one of the few candidates who has, actually, taken an oath to defend our Constitution of individual freedom.
I have met Tim Burns and know many of the people who support him, good Americans, but as I think about it, “independence” of Republican Leadership is the paramount issue if our country is to find its freedoms and individual independence again.
The truth may, or may not, set your free. It does not seem to make one many friends.

The multi-millionaire has opened up his pocketbook for only 1 Republican candidate over the years when he gave a measly $1,000 to Rick Santorum in 2006. Where was he for the countless other Republican candidates we've all been working our tails off for so many years now? Burns is a RINO.
Bill Russell is the real deal. He will stand alone. Not with Gleason. And he is a combat veteran.

What you didnt know about Burns.
Why isn't anyone talking about Tim Burns numerous extramarital affairs? The man was sleeping with his employees while running TechRx. He was married with two kids! It was an open secret! Everyone knew. I think that we conservatives deserve better than this adulterer. Shouldn't be in government if you can't stay faithful to your wife!

Don't we pay enough in federal taxes. We couldn’t afford Burn’s tax plan then and we can’t afford it now. We can't afford Tim Burns’ plan to create a new national sales tax!
Russell is not afraid of real change. He will create a fairer tax system. Russell supports a major overhaul of the tax system with the creation of a simpler, fairer, flatter option for taxpayers.
Vote for Bill Russell on May 18th. Russell is his own man. Not Gleason’s man.

Burns Is Out of Touch With the 12th District.
Bill Russell, his Polish American wife Cashia and the Polish American community in the 12th District mourned the loss of president Lech Kaczynski and several other Polish officials in a tragic plane crash Saturday.
The Polish American community has a deep heritage in the 12th Congressional District. Across the 12th, Polish Americans also grieved the loss of as many as 22,000 military officials at the hands of the Joseph Stalin decades ago.
Burns was quick to release a statement following reports of the Upper Big Branch Mine Explosion in West Virginia. However, Burns has not released a statement on reports of the tragic plane crash in Poland that has saddened the Polish American community in the 12th District.
Burn is out-of-touch with the 12th District.

Another Week of Hypocracy For Burns
West Virginia’s miners have endured harsh, dangerous working conditions and times of plenty and downturns brought on by scarcity. Something that Burns has endured little of in his sheltered life. And they have literally fought battles to maintain their rights, and they have worked to provide the energy the nation needs. Burns has rode the backs of his workers to achieve his successes and wealth.
Miners work long, hard hours in order to find the coal needed to provide electricity for home and industry. Without their efforts, much of daily life in America would simply stop for lack of energy. Homes, businesses, hospitals and government services would literally be in the dark.
Much of this is not known by Burns. He knows more about country club caddies and country club bar tenders than coal miners. The West Virginia miners are heroes. Burns is a phony.
Russell is the guy for true reform. When is the Russell brigade going to strike back at the Burns campaign of hypocrisy?

Out of touch Republican millionaire Tim Burns (PA-12) is once again going out of his way to prove that he is clueless when it comes to what’s best for Western Pennsylvania. This evening, Burns is campaigning with Congressman Bill Shuster, another out of touch Republican who supports a dangerous plan to privatize Social Security that would slash benefits and gamble the program on Wall Street. The Republicans support this plan despite the devastating impact that plan would have on seniors in Western Pennsylvania.
Millionaire Burns has already proven that he could care less about Western Pennsylvania; in addition to endorsing a plan to raise middle class taxes, Burns also sold his company to get rich quick even though he knew it would lead to job loss in Western Pennsylvania.

— Although I am a fan of the Jim Quinn radio show based in Pittsburgh, I think Quinn has it all wrong.
He believes that the Republican committee made a mistake by endorsing Tim Burns over William Russell in the special election May 18 to fill the 12th district seat of now-deceased Congressman John Murtha.
I was fortunate enough to attend a town hall meeting in Indiana, where Burns and Russell spoke. (The Democrat declined an invitation to attend.) They both answered many excellent questions the same way.
However, I had a strong feeling that Russell (thank you for your service) is looking for a career job, which seems to be Washington as usual.
Burns, on the other hand, developed a software company that employed more than 400 people in private-sector jobs.
After selling his company, Burns worked with a nonprofit for special needs children. I don’t think he had envisioned running for office, but was compelled to do so, for his children and country.
He is pro-life, in favor of term limits, supports energy independence, is pro-Second Amendment, has strong conservative views and believes in the Constitution.
Burns also has been instrumental in organizing the first tea party in Washington County.
Burns has a very positive vision for the future of our district. Maybe Quinn will invite capitalist Burns to his radio show.

We are going to lose this seat if Russell’s opponent is elected because of his connection with Gleason.
Russell is a warrior. Russell has had first-hand experience on some of the major issues of our time. Unlike his opponent, Russell is a combat veteran and has what it takes to make him an exemplary Congressman for all veterans. For his district, he will prove to be a fighter – like he’s always been.

Tim Burns' Awkard Position

He's been the GOP nominee for all of a day, but already businessman Tim Burns (R) faces a delicate balancing act in the race to replace the late Rep. John Murtha (D-PA) -- one that could fatally compromise the GOP's chances of taking back a seat they might otherwise win.
Burns will face ex-Murtha aide Mark Critz (D) in the May 18 special election to fill the remainder of Murtha's term. But that same day, Burns will face a well-funded challenger from the right in the regularly-scheduled GOP primary.
That could force Burns into a dangerous dual game, at once appealing to moderate voters with talk of jobs and the economy while struggling not to turn them off if he's forced to appeal to a GOP base interested more in social issues. And for his part, '08 nominee William Russell (R) has little interest, or intention, of making Burns' path any easier.
Burns' choice, as some see it, could be between winning a special election while losing a primary, and appealing to the GOP base in order to win the primary while losing the special, a result that would leave him terminally weakened in advance of the Nov. elections.*
Hoping to avoid a backlash similar to that which divided the GOP in NY-23 last year, the PA GOP backed off initial plans to select a nominee through the state party, a plan Russell allies lambasted as tainted. Instead, delegates voted for Burns by a 2-1 margin in a conference procress -- a process Russell also slammed as illegitimate.
"The outcome was always a foregone conclusion. We knew they were going to ram this through and they did," one Russell advisor said. At the conclusion of the process, Russell said he would run in a primary.
The NRCC will back Burns, but the committee has not committed to spending money on his behalf for the special election. The NRCC has little money to spend, and party strategists see the big Dem voter registration edge as a disadvantage not easily overcome.
But Burns spokesperson Tad Rupp said GOPers have a strong chance to reclaim the district, and that his candidate will be able to avoid the dance between conservative GOPers and centrist independents.
"When you start looking at the values of voters and what they are taking into account, conservative Democrats are as upset with Washington as Republicans in the district," Rupp said. "If you look at the district, it's exactly the kind that [GOPers] can turn red."
GOP strategists expressed surprise at how difficult it was to drive up negatives against unknown candidates, and indeed, Reps. Scott Murphy (D-NY) and Bill Owens (D-NY) won their respective races against GOPers who had run before. Now, the GOP has their own businessman with the ability to raise money -- and to write himself a big check.
Now that Burns is the nominee, Rupp said, the campaign will begin conversations with the NRCC about how much the party can help out. Otherwise, Burns is willing to spend significantly on his own behalf, but "he's not going to be a self-funder," Rupp said.
In one important respect, the GOP has departed from its earlier special election gaffes. In both NY-20 and NY-23, the party anointed elected officials to run for open seats, while Dems picked businessmen with little name ID and good fundraising skills.
Of 3 competitive special elections likely to occur before the midterms, GOPers have expressed the least confidence in their ability to win back Murtha's seat. The combination of an already-uneven voter registration tally, 2 competitive Dem primaries expected to drive turnout and Critz's relations with key players in the district will make Burns' race a tough slog.
What may be tougher is the balancing act between appeals to independent voters and appeals to conservatives who may not let Burns on the ballot in Nov.
* -- A footnote: Winning a special election the same day one loses a primary isn't unheard of. Ex-Rep. Neil Abercrombie (D-HI) won a special election to replace Cecil Heftel (D) in '86, the same day he lost the general election nomination to Mufi Hannemann (D). Either Tim Burns doesn’t care about Republican causes or even worse, he’s just a RINO.
Tim Burns doesn’t vote consistently. If he can’t show up in crucial elections for our Republican candidates, he shouldn’t expect Republicans to show up for him. According to official records, Tim Burns didn’t vote in the 2000 Presidential election (Bush v. Gore), the 2002 General election (Rendell v. Fisher), or the 2004 Republican primary (Specter v. Toomey).
Tim Burns isn’t 100% committed to protecting life. In an interview with a conservative radio show, Burns said he wasn’t sure if he’d support a Constitutional Amendment that clearly says life begins at conception.
